Minutes, task force reports, and background materials, documenting the organization and activities of this interdepartmental council, whose duties and responsibilities included the development of a common approach to human services goals, objectives, and priorities for the State of Minnesota, fostering interdepartmental discussion of human services at the highest levels of state government, evaluating federal human services policies and regulations, stimulating interagency research in the assessment of human services needs and standards, and forming task forces to conduct research and provide expertise. The council was established by Executive Order No. 45 in October 1972 and reorganized by Executive Order No. 77 in February 1974, in response to the Human Services Act of 1973 [Laws 1973 c716]. It was staffed by personnel of the Governor's Office of Program Development.

The federal Nuclear Waste Policy Act (NWPA) of 1982 was a compromise between Western and Eastern states.
